The versions without bleed are for printing at home. Home printers leave a white margin, so the colour will not reach the edge of the paper.
The versions with bleed are for a print shop. The colour and photo run past the edge of the page, and the shop trims it down to size, so no white sliver shows if the cut is a little out. Most shops ask for 3mm. Check what yours wants, as some, such as pixel2print for posters, ask for 5mm.
